# Check a court act against higher-court practice via amazingcat

> **Output language.** Communicate with the user and produce all analysis, documents,
> citations and footnotes in the user's language (for Russian court practice — Russian).
> This skill is written in English only for brevity; it must not change your output
> language or the language of generated documents. The ready-made templates below are in
> Russian on purpose — use them verbatim.

## Purpose
Check a court act or a draft act against the practice of the higher courts of the Russian
Federation. Result: the act's legal theses are extracted; for each — supporting practice is
found; for each — limiting/contradicting practice is searched for; it is stated whether the
thesis matches higher-court practice; sources are given with identifiers, URL, QR and pinpoint
locators when present in amazingcat data.

## Core principle
Never confirm a court's conclusion with general words. Every conclusion about compliance or
contradiction must rely on a specific act found and verified through amazingcat.
Never invent: case numbers, dates, act numbers, legal norms, pages, points, paragraphs, quotes,
or facts of the case.

## When to use
The user asks to: check a court act; check a draft act; compare the reasoning with higher-court
practice; find the court's errors; prepare criticism of a decision; identify promising grounds
for appeal; check the allocation of the burden of proof; check application of a norm; check the
completeness of evidence assessment against higher-court practice.

## When not to use
The user only asks to: briefly retell an act; extract identifiers; format a file; translate text;
or find a single specific act without analysis.

## Workflow
### Step 1. Extract legal theses
From the act, extract legal theses. A thesis is a transferable rule, not a description of facts.
Template: `При [условие] применяется [правовое последствие].` If one paragraph holds several
rules, split them into separate theses.

### Step 2. Classify the theses
For each thesis determine the legal type (guides the search; need not be shown to the user):
материальное право; процессуальное право; бремя доказывания; оценка доказательств; способ
защиты; последствия нарушения; применение разъяснений Пленума; применение позиции КС РФ; иной.

### Step 3. Find supporting practice
For each thesis search via amazingcat: a semantic query; a search by norm if the norm is known;
a search by exact phrase if the act has a characteristic wording; a search by tag if the
institution is obvious. If a found act will be included in the answer, open its full card (`get_case`).

### Step 4. Find limiting and contradicting practice
For each thesis run a separate counter-search for acts that: give the opposite conclusion; require
extra conditions; limit the rule; find a similar lower-court approach erroneous; show exceptions;
warn against a formalistic approach. Do not write that counter-practice is absent unless a separate
search was actually run.

### Step 5. Check the relevance of each source
Before using a source verify: the legal question matches; the norm applies; whether the act is a
direct analogy or only a general reference; the chosen quote does not contradict the case outcome;
you are not relying only on a short summary instead of the text/position; there is an official URL;
there is a QR code; there is a point, page, text anchor or quote.

### Step 6. Extract citation-ready data
For each source to be used, extract (fill placeholders with Russian data from amazingcat; if a
field is absent — leave it empty, never invent):
```text
[Вид акта]
[Суд]
[Дата]
[Номер дела / Номер акта]
[Название акта]
[краткое описание предмета]
[source_url]
[qr_image_url]
[номер пункта, если есть]
[страница, если есть]
[текстовый ориентир, если есть]
[цитата, если есть]
[уровень применимости]
[уровень уверенности pinpoint]
```
If amazingcat returned `citation_ready`, use it as the basis. If amazingcat did not return a page,
point, paragraph or quote — do not invent them.

## Thesis statuses (output verbatim, in Russian)
```text
Подтверждён практикой высших судов
Ограничен практикой высших судов
Противоречит практике высших судов
Не подтверждён найденной практикой
Требует дополнительной проверки
```

## Response format (output in Russian)
```text
Проверяемый акт:
[Суд / орган]
[Дата]
[Номер дела]
[Краткое описание]
Тезис [номер]
Формулировка тезиса:
[тезис]
Вывод:
[статус]
Подтверждающая практика:
1. [Вид акта] [Суд] от [Дата] № [Номер дела / Номер акта]
   Применимость: [прямая / общая]
   Суть позиции: [кратко]
   Pinpoint: [пункт / страница / текстовый ориентир / указание на отсутствие pinpoint]
   URL: [source_url]
   QR: [qr_image_url]
Ограничивающая или опровергающая практика:
1. [Вид акта] [Суд] от [Дата] № [Номер дела / Номер акта]
   Роль: [ограничение / опровержение]
   Суть позиции: [кратко]
   Pinpoint: [пункт / страница / текстовый ориентир / указание на отсутствие pinpoint]
   URL: [source_url]
   QR: [qr_image_url]
Комментарий:
[почему проверяемый акт соответствует, ограниченно соответствует или противоречит практике]
```

## In-text reference rules (Russian templates — use verbatim)
Do not write without identifiers: «ВС РФ указал…», «Согласно практике ВС РФ…», «Пленум разъяснил…»,
«Судебная практика исходит из того, что…».
Correct:
```text
В [Вид акта] [Суд] от [Дата] № [Номер дела / Номер акта] по вопросу [описание правового вопроса] сформулирована позиция: [краткая позиция].
```
For an act with numbered points:
```text
В [номер пункта] [Вид акта] [Суд] от [Дата] № [Номер акта] «[Название акта]» разъяснено: [краткое разъяснение].
```

## Pinpoint rules
If amazingcat returned an act point: `[номер пункта] + [страница] + [цитата или текстовый ориентир]`.
If no point: `[страница] + [текстовый ориентир]`.
If the page is not established:
```text
Точная страница в данных amazingcat не установлена; ориентир по тексту: «[text_anchor]».
```
Do not present an internal paragraph index from OCR / extracted text / chunking as a visual
paragraph of the official PDF.

## locate_pinpoint — exact page, paragraph, point
`locate_pinpoint(court, doc_id, quote)` maps a chosen **verbatim** quote to the official PDF and
returns `page`; `visual_paragraph_on_page` (counted from the top of the page, not a global index);
`act_point` (for Plenum rulings / reviews, if any); a ready `recommended_footnote` with URL and QR.
1. Pick a verbatim quote (from `get_case`) that supports the thesis.
2. Call `locate_pinpoint([Суд], [doc_id], "[дословная цитата]")`.
3. If `page`/`act_point` are returned — put them in the footnote next to the thesis.
4. If `pinpoint_type` is `quote_only`/`unavailable` — state honestly «pinpoint не установлен»;
   do not invent page/paragraph/point.
5. If the response contains `pro_only` — exact page/paragraph/point pinpointing is a PRO-tier
   feature; on the free tier use identifiers, URL and QR without a page number.
The quote must be verbatim from the act text (not from a summary), otherwise it will not be located.
Tools: `search_practice`, `find_by_norm`, `find_term`, `find_similar`, `search_by_tag`, `get_case`,
`locate_pinpoint`.

## Default PDF/DOCX formatting
If the user gives no other requirements:
```text
Шрифт: Roboto · основной текст 11 pt · межстрочный 1.15 · между абзацами 0
Поля: верх 1 см, низ 1 см, левое 2 см, правое 2 см · шапка по правому краю · текст по ширине · нумерация в правом нижнем углу
```
Place the source near the thesis on the page of first use; QR next to the footnote or in a «Источник»
block; keep the URL even with a QR.

## Final check
Each thesis found and assessed; a supporting search and a separate limiting/contradicting search were
run per thesis; each used act opened in full; each source has a URL; QR added when amazingcat returned
it; no invented pages/points/paragraphs/quotes; quotes verbatim; weak analogies not shown as direct
confirmation; example placeholders not used as real identifiers.
